A major terror target in India

More than 600 people have been killed and hundreds maimed and devastated in terror strikes in India in the last six years. Following is a chronology of the major terrorist attacks in the country:

* Mumbai, Nov 26, 2008: more than 80 people killed and many more injured in seven terror attacks targetting mostly foreigners’ hangout places.

* Assam, Oct 30, 2008: At least 80 killed (figure can change) and over 100 injured in 18 terror bombings across Assam.

* Imphal, Oct 21, 2008: 17 killed in a powerful blast near Manipur Police Commando complex.

* New Delhi, Sep 13, 2008: 26 people killed in six blasts across the city.

* Ahmedabad, July 26, 2008: 57 people killed after 20-odd synchronised bombs went off within less than two hours.

* Bangalore, July 25, 2008: One person killed in a low-intensity bomb explosion.

* Jaipur, May 13, 2008: 68 people killed in serial bombings.

* Hyderabad, Aug 25, 2007: 42 people killed in two blasts, at a popular eatery and a public park.

* Samjhauta Express, Feb 19, 2007: 66 people killed after two firebombs went off on the India-Pakistan friendship train.

 

Harkat-ul-Jihadi Islami

Indicating a Harkat-ul-Jihadi Islami hand behind the serial blasts in Assam, the Border Security Force on Thursday said they had prior information on a possible intrusion by militants from Bangladesh for carrying out the deed.

“BSF’s Tripura frontier had received the information in the first week of October that some 20 HuJI cadres would sneak into Assam via Karimganj sector for carrying out explosions in the state with the help of local outfits,” BSF IG (Assam and Meghalaya Frontier) P K Mishra said.

A passenger bus plunged 200 meters (650 feet) into a gorge in northern India on Tuesday, killing 45 people, police said.

Deep Ram, head police constable in Shimla, said roads in the area are narrow and winding and the driver may have lost control.

Deadly road crashes are common in India and often result from overcrowded and old buses coupled with speeding drivers.

In October, a bus carrying 67 workers crashed into a parked truck in the northeast state of Assam, killing at least 23 people.
And in September, 14 people died when a bus crashed into a roadside tent while trying to round a curve in the eastern state of Bihar.

 

80 kg RDX used in Guwahati blasts

Nearly 80 kg of deadly Research Development Explosive was used in the October 30 serial blasts in Guwahati alone, officials said on Monday as investigators worked on sketches of the suspects.

Forensic officials claimed that nearly 80 kg of RDX was used in the three Maruti cars planted at the three blast sites in Guwahati. The blasts that took place in several parts of the state claimed over 80 lives.

“Such large quantity of RDX were never used to carry out explosions in Assam before as Ammonium Nitrate, with
plasticers as propellants and Programmable Time Devices were usually used to carry out a blast,” said Padmapani, the Joint Director in the Forensic Science Laboratory in Guwahati.

Each of the cars was laden with 25 to 30 kgs of RDX to carry out the blasts and a total of 75 to 80 kgs was used to cause maximum damage, he said.

How can the 80 Kg of RDX be transported to the blast site without the knowledge of BSF, who is guarding India Bangladesh border ? Is our border so porous ? The Congress Govt in Centre and in Assam is turning a blind eye to illegal Bangladeshis. It is not long before Assam becomes a part of Bangladesh at this rate. Already Harkat Ul Jehadi Islami is wanting merger of lower Assam with Bangladesh. All our politicians are cowards, who talk big , but are not proactive on national security.

Twelve alleged members of the terror outfit Indian Mujahideen, arrested in connection with bomb blasts across the country since 2005, have been remanded to judicial custody till November 17 by a special Maharashtra Control of Organised Crime Act court in Mumbai.

 

Fears grip Raj Thackeray

MNS Chief Raj Thackeray held a press conference to speak out his mind on the controversies surrounding his party and North Indians in Maharashtra. Raj Thackeray alleged that nobody raised the issue when Biharis were killed in Assam. But some politicians from Bihar “with vested interest” are targeting him, when Biharis were attacked in Mumbai and Maharashtra.

Raj made it clear that he won’t tolerate migrants not knowing Marathi, but decided against politicising “Chhath Puja” or any other festivals. “MNS won’t stop Chhath (Chhat) Puja. There is no question of violence on Chhath (Chhat) Puja”, said Raj Thackeray. People can celebrate all festivals including Chhath Puja without any fear, said Raj. Raj asked why no probe was ordered when Biharis were killed in Assam.

“Bihar politicians have ganged up on this issue and they are targeting me. Ironically, Maharashtra politicians are united on this issue, which is creating confusion in the state. Nobody wants violence, but it is being imposed. I won’t issue any statement, which may lead to violence”, said Raj Thackeray.

Under attack for his campaign against north Indians, Maharashtra Navnirman Sena chief Raj Thackeray on Friday softened his stand on Chhat puja, saying that he was not opposed to the festival being celebrated in Maharashtra but warned against it being used as a show of political strength.

“I have never opposed Chhat Puja but only spoke against political ‘tamasha’ (stunt) associated with it. People from Bihar who live here can perform the religious rituals according to the customs. My party has never opposed it,” he told media persons in Mumbai.

The MNS chief, whose detention under National Security Act has been demanded by some Union ministers in the wake of attacks on north Indians in Maharashtra, warned that he would not tolerate disregard of the Marathi speaking people in the state.

The Chhat festival will be celebrated on November 4.

Thackeray also asked his supporters to exercise restraint and accused the media of distorting his views and spreading falsehood.

Justifying the killing of a youth who had hijacked a bus in Mumbai, he said the police action was ‘proper’ as no one knew from which state the youth came from.

“What if he had shot some commuters, then you people would have taken the police to task,” he said.

Thackeray also downplayed the killing of a youth in a suburban train during a brawl with a group of youngsters.

“Even the Railway police are saying that there has been no involvement of any political party,” he said.

Besides, he recalled that in an incident sometime back, four Marathi youths where thrown out on tracks by a group of people from other states. “But no one said a word about the incident,” he said.

Thackeray criticised the Maharashtra government and Chief Minister Vilasrao Deshmukh for withdrawing his security and termed the move as ‘political vendetta’.

“I had not asked for security in the first place. But, now it has been withdrawn which is clearly political vendetta. The government keeps changing and even I will have a chance tomorrow,” he said.

“There is a state-level committee, which decides on security according to threat perception and not on the number of cases against the person. After the Babri mosque demolition in 1992, security of political leaders against whom cases had been registered was also increased,” he said.

Thackeray also ridiculed demands to book him under the NSA.

“When Lalu (Prasad) was the chief minister of Bihar, there were 1,200 murders. But, there was no demand to book him under NSA. When Biharis were killed in Assam, there was no uproar,” he said.

“A Goan minister opposed starting of Goa-Bihar railway by saying that the state did not want more beggars. Delhi Chief Minister Sheila Dixit also spoke against people of Bihar and UP. But, only when Raj Thackeray speaks, there is a nationwide uproar and Prime Minister has to intervene.”

Lashing out at Deshmukh, Thackeray said he had no expectations from him.

“What can you expect from people whose political survival is at the mercy of Delhi,” he asked.

The MNS chief also said that he would not allow anybody to harm ‘Marathi identity’.

“Political rivals who do not see eye-to-eye on several issues come together. But, it is also very unfortunate that 48 MPs from Maharashtra are mute spectators,” he said, referring to the delegation of Bihar politicians meeting Prime Minister Manmohan Singh.

The death toll in a series of bomb explosions in India’s north-eastern state of Assam has risen to over 70, the state’s health minister says. Himanta Biswa Sarma said 10 people who were injured in Thursday’s blasts died in hospitals during the night. Indian PM Manmohan Singh, who represents Assam in the upper house of parliament, is due in the state. More than 300 others were injured in at least 18 blasts, the majority of them in the state capital, Guwahati. The separatist United Liberation Front of Assam (Ulfa) has denied any role in the blasts, blaming Indian “occupation forces” for engineering them. But a statement issued by self-styled “lieutenant” Anjan Borthakur on behalf of Ulfa’s “Military Council” said Ulfa had been blamed as part of a “disinformation campaign”. Security forces have been fighting separatist rebels in Assam for decades. ‘Desperate for survival’ Security analysts say that the group has been blamed for engineering similar serial blasts in Assam in the past. Analyst Jaideep Saikia told the BBC that Ulfa has been behind 11 in Assam since 2002 with between 10 and 40 people killed in each explosion. For the past 10 years, the group has been blamed for bombings targeting gas and oil pipelines, oil depots and areas populated by migrant workers.

Assam police intelligence chief Khagen Sharma told the BBC that the latest bombings proved that Ulfa was “desperate for survival and does not mind killing even local people indiscriminately”. The group began an armed rebellion against what it describes as colonial rule by Delhi in 1979. Thousands of people have died in the violence. An effort to start peace talks between the rebels and the Indian government broke down in 2006. The rebels are seeking a separate homeland for the Assamese people and demanding that non-indigenous people, particularly Hindi and Bengali speakers, leave Assam. Separately, seven policemen and a surrendered insurgent were killed in an ambush by a group called Black Widow in the state’s North Cachar Hill district late on Thursday, police said. The breakaway tribal rebel group, who have regularly attacked security forces and expatriate workers, is fighting for an independent homeland for the Dimasa tribe. Thursday’s explosions in Guwahati and the towns of Kokrajhar, Barpeta Road and Bongaigaon occurred within an hour of each other, after 1100 local time (0530 GMT). There have been a number of major bomb attacks in India in the past few months, many of them blamed on local Islamist groups. But local separatists have been held responsible for recent explosions in north-eastern cities. Two north-eastern state capitals – Agartala in Tripura and Imphal in Manipur – saw serial explosions this month. At least 20 people were killed and more than 100 injured in the blasts.

The banned United Liberation Front of Assam on Thursday denied its involvement in the serial blasts that rocked Assam killing 56 people and injuring over 350 people.

“The ULFA is in no way involved in the blasts in Guwahati, Bongaigaon, Barpeta and Kokrajhar and we condemn the incidents,” an e-mail statement signed by Aanjan Borthakur of the group’s central publicity unit said.

The group also offered its deep condolences to the family members of those killed in the blasts and wished for the speedy recovery of the injured.

The ULFA urged the authorities to ensure proper treatment of the injured.

GAUHATI, India: At least 13 blasts ripped through cities across India’s northeastern state of Assam on Thursday, killing at least 30 people and wounding dozens more, police and witnesses said.

It was not immediately clear who was responsible for the blasts, but the region is torn by dozens of militant separatist groups that have long fought the government and one another.

At least 15 people died in four blasts in Gauhati, the state capital, and 15 more were killed when eight bombs and one hand grenade went off just before noon in other cities and towns in the western part of the state, said officials at the police control room.

An Associated Press reporter at the scene of a blast in Gauhati said flames were leaping from charred cars, bodies were strewn across the road and a thick stream of black smoke was rising above the city.

Television footage showed firefighters spraying streams of water at charred, twisted cars and motorcycles that littered the blackened road.

Bystanders dragged the wounded and dead to cars that took them to hospitals, while police officers covered the burned remains of the dead with white sheets, leaving them in the street.

At least one explosion took place a few hundred yards (meters) from the secretariat, the building that houses the offices of the chief minister, the state’s top elected official.

N.I. Hussain, Gauhati’s deputy inspector general of police told the CNN-IBN news channel that police in the state were on high alert and searching for more unexploded bombs.

“Police have intensified the search for more bombs. There may be more blasts. You never know,” he said.

Worst hit outside of Gauhati was the Kokrajhar district, some 155 miles (250 kilometers) west of the capital, where at least 10 people were killed, police said.

Dozens of militant separatist groups are active in India’s northeast, an isolated region wedged between Bangladesh, Bhutan, China and Myanmar with only a thin corridor connecting it to the rest of India.

The separatists accuse the central government in New Delhi, 1,000 miles (1,600 kilometers) to the west, of exploiting the region’s natural resources while doing little for the indigenous people — most of whom are ethnically closer to Burma and China than to the rest of India.

More than 10,000 people have died in separatist violence over the past decade in the region.

India has also blamed several previous serial attacks in India on Islamic militants from nearby Bangladesh.

Mayawati has cancelled the allotment of land for a railway coach factory in Sonia Gandhi’s constituency Rae Bareli, just three days before the Congress chief was scheduled to attend a ceremony at the site to mark the beginning of construction. The Uttar Pradesh chief minister’s decision is being seen by state Congress leaders as a move targeted at Sonia Gandhi. She is believed to have been unhappy with a rally Sonia Gandhi held last month in Dadri against land acquisition from farmers in Badalpur, Mayawati’s village. Considered a dream project of the Congress chief, the rail factory with an investment of Rs 1,689.25 crore was expected to provide employment to at least 10,000 people from the area. The move marks a new low in the relationship between Mayawati’s Bahujan Samaj Party and the Congress-led coalition at the Centre, which she had supported from outside till early this year. It is expected to raise the temperature in the run-up to the general elections next year. But state government officials said Mayawati’s order on Saturday canceling the allotment of 189.25 hectare near Lalganj had everything to do with opposition from villagers. Principal Secretary (Information) Vijay Shankar Pandey told reporters on Sunday that the government’s decision was based on the district magistrate’s report about resentment among farmers over the acquisition of land. The government had allotted the land on May 19 this year. Rae Bareli district magistrate Santosh Srivastava in his October 10 report to the state government said that “land acquisition could lead to law and order problems in Rae Bareli”, Pandey said. The DM said the proposed factory required nearly 700 acre land and farmers were afraid that their land might be acquired for the purpose. Pandey added that instructions had been issued for the arrangement of alternative land for the project. “As of now there is no land for the project,” Pandey said. Reacting sharply, Uttar Pradesh Congress Committee (UPCC) spokesman Akhilesh Pratap Singh said: “The decision had once again demonstrated that the BSP government was against development of the state.” Local Congress leaders said though Sonia Gandhi won’t have the Bhoomi Pujan of the rail project to attend, she might still address a scheduled rally at Lalganj on October 14. “Sonia Gandhi’s programme is still on. It may take place in some form or the other,” said Kishori Lal Sharma, a party leader making preparations for the rally. UPCC chief Rita Bahuguna Joshi said people of Dehar, Sohawal and Bannamau villages had given their consent in writing for the acquisition and that the “state government’s move will stall development”. She said the state government had not given the go-ahead to three other projects being set up in Rae Bareli.

The National Integration Council (NIC) meeting was dominated by the issues such as terrorism and anti-Christian violence. While the UPA leaders tried to focus only on anti-Christian violence and Communalism, the BJP-led NDA tried to take a swipe at the UPA government on the issue of rising terror activities in the country. Prime Minister Dr. Manmohan Singh expressed deep regret and anguish over the communal violence in Assam, Orissa and Karnataka. The NIC adopted a resolution condemning all acts of violence and terrorism and resolved to deal with such activities firmly. Gujarat CM Narendra Modi stole the show by taking the UPA government into task on the issue of terrorism. The BJP CMs demanded a tough terror law, which was rejected by Union Home Minister Shivraj Patil. On the expected lines, Samajwadi Party, CPI and CPM warned against targeting the Muslim community as terrorists. The Prime Minister also supported their views. The NIC meet also witnessed a war-of-words between Orissa CM Naveen Patnaik and Union Home Minister Shivraj Patil. Naveen Patnaik refuted all charges against his government and revealed that Centre had delayed sending forces to tackle the communal violence. Later, he urged everyone to forget all political difference and work together towards the growth and development of all sections of the society. The NIC, which met after a gap of 3 years, is comprised of 146 members including all Union Ministers, Chief Ministers, leaders of national and regional political parties and eminent personalities. Senior BJPO leader, former Deputy PM and leader of Opposition in Lok Sabha, LK Advani, who was invited as #134 to the NIC meet, did not attend, taking it as an insult to his stature. Leader of Opposition in Rajya Sabha, Jaswant Singh was also not invited to the NIC meet.

Even as the Lucknow Bench of Allahabad High Court ordered a stay on the cancellation of land allotment for Sonia Gandhi’s dream Rail Coach Factory in Rae Bareli, Mayawati sprung another surprise by imposing Section 144 in Rae Bareli on the eve of Sonia Gandhi’s rally. Congress men kills innocent in Assam

Police used helicopters to spot armed mobs attacking armed Muslims in troubled Assam on Tuesday, where clashes between

indigenous tribesmen and settlers have left 47 people dead and tens of thousands homeless.

Police said four people died from their wounds overnight. More than 85,000 people have lost their homes and are being

sheltered in government camps after the clashes broke out last week between mainly Hindu tribesmen and Muslim

Bangladeshi settlers in the oil and tea-rich state.

“At least 47 people had lost their lives so far,” said R.N. Mathur, Assam’s police chief. Muslims have responded with big violence as well, he said.

The clashes have reignited a long-simmering conflict as local Assam tribes, mainly Hindu but with some Christians, fear

being overrun by Muslim immigrants. More than 40 percent of Assam is now Muslim, mainly immigrant settlers.

The violence is some of the worst since 1983, when more than 2,000 people, mainly Bangladeshi immigrants, were killed in

clashes with tribal peoples in central Assam.

The current conflict was sparked by an increasingly strong student movement that has been campaigning against

immigrants, analysts say.

Police said fresh clashes were being reported from southern Assam where at least 25 rubber plantation workers were

attacked by Muslim settlers in Goalpara district.

Mathur said an additional 500 federal police had been deployed in the state where hundreds of security forces were

already trying to control the situation.

He said helicopters were being used to spot movement of mobs in remote areas.

“It is not possible to have static security posts in each and every village, so we have intensified patrolling in remote

areas,” said Himanta Biswa Sarma, a minister supervising security and relief measures.

These clashes are the latest bout of violence to hit India. In Orissa, clashes between Hindus and Christians over

conversions have killed at least 36 people.

In Assam, officials have blamed the National Democratic Front of Bodoland (NDFB), a tribal separatist group, for being

behind the violence. Security forces have caught four NDFB militants with weapons in the violence-hit area.

The NDFB, a largely Christian group, has held to a ceasefire with New Delhi over the past few years and has denied the

charge. Tribal groups blame New Delhi for neglecting their welfare, ignoring development of the region and flooding the

area with outsiders.

Ringed by China, Myanmar, Bangladesh and Bhutan, India’s northeast is home to more than 200 tribes and has been racked

by separatist revolts since India gained independence from Britain in 1947.

New Delhi, October 6: Reacting sharply to Amar Singh raising questions over the death of Delhi Police Inspector Mohan

Chand Sharma, who was killed in an encounter in New Delhi, the slain Sharma’s family refuses to accept a cheque given by

the SP leader.

The Inspector’s father Narottam Sharma said he was sad at the comments made by Singh, who has given a cheque of Rs ten

lakh to the family after the officer’s death.

“We will not accept the cheque. He is talking rubbish,” the senior Sharma said.

Raising questions over the encounter in Jamia Nagar in which the Inspector and two suspected Indian Mujahideen

terrorists were killed, Singh has said Sharma was transferred from Special Cell before the encounter took place.

Singh, who offered a cheque to Sharma’s family, had also visited Jamia Nagar and demanded a judicial probe into the

encounter.

“My son was not transfered from Special Cell. Who told him? How can a responsible leader like him can say such things?”

Sharma asked.

Delhi Police spokesperson Rajan Bhagat also said Sharma was not transfered from the Special Cell, the elite anti-terror

wing of Delhi Police.

Meanwhile, a group of people protested outside Singh’s residence at Lodhi Colony here and shouted slogans against the

Getting a bogus ration card issued in the name of Maharashtra Chief Minister may not be a big deal if one is to go by

the claim made by a social activist, who says he has already done it.

Sanjay Dhutadmal, a member of Bahujan Vikas Adhadi at Nigdi near Pune, has handed over a ration card issued by the

authorities, to Pune Divisional Commissioner Nitin Karir, which shows the name of Chief Minister Vilasrao Dagduji

Deshmukh as the family head with a matching list of dependents – wife Vaishali, sons Amit, Ritesh and Banti.

The activist alleged he paid Rs 2,000 to the officials concerned to get the card issued last month without submitting

any required documents pertaining to residential proof.

Dhutadmal said he undertook the operation to expose corruption in the ration office after getting many complaints of

malpractices in issuing bogus cards.

The card, copies of which were distributed to the media on Wednesday, shows Deshmukh’s residential address as Sector No

25, Pradhikaran, Nigdi, district Pune.

Karir said an inquiry would be conducted into the alleged incident.
